Health and mana potions return in Torchlight II, although they work slightly differently than in the first game. Potions are subject to an 8-second cooldown, so they can not be spammed as much. They do not restore instantly, but rather over a duration.
You can find the appropriate rejuvenation potions in various hidden treasures in the "secret rooms" of a level.
There are also hotkeys ("Z" and "X" by default) that will intelligently choose and use the best size health or mana potion of any you are currently carrying, taking into account the amount you need restored.
