The parts can be found randomly sold by Vendor Boon Scrolls when used in Estherian Enclave in New Game Plus mode.
Or they can also be found randomly when killing bosses around Estherian Steppes in New Game Plus mode.
Items require at least level 57 (or a maximum of Focus 166).
